I think it's safe as long as there is some sort of heat on the conditioner to penetrate through your hair.
Hair Type- 4a/b *transitioning front of my head*
Length-ranges from 5-7 inches =)
Products- Garnier Fructis S & S Poo, Lustrasilk Shea Butter Mango Conditioner and Cantu-Leave in =)
I do the that on occasion when I do not feel like sitting under my dryer. Works the same for me. I just have to remember to move the blow dryer around and not to leave it in one spot for too long. Also, I cover my head with a shower cap just as I would under my hooded dryer.

that's b/c she's not trying to completely dry it...just letting the conditioner penetrate her hair and make it soft then she'll rinse the conditioner out

I never heard of drying it in a shower cap. How does that work Pokahontas? How does it help, I mean.
She is talking about deep conditioning and not drying completely. I always use a shower cap when I deep condition under the dryer so it would work the same way if using a handheld dryer like she does.
I actually do the blow dryer thing,, if ur talking about
deep conditioning,, and not drying the hair,, i apply
the conditioner,,cover with a plastic cap ,, use the
hand dryer to heat it up a bit then put on another cap
to hold the warmth in,, be careful with that dryer tho,,
not to burn your hair and dont keep it it one spot , and
dont hold it too close to your head
Hair type: 3b some c?, fine strands, last relaxer sept 05, never again!!! current :ap length on sides,,nearly bsl in back, damn those old frazzled ends! I am hair OBSESSED
