I would go the Renata route also. Semi- permanents really don't show much on dark hair because it doesn't have a built in lift to it. Now, since your hair is a light brown (as you said) you are not even sure if your hair will end up blue or some other color. If this is the case, then ask a proffesional to do it. But remember, that you will need to moisturize your hair over and beyond if you do get a permanent. Hope you decide your best and like it as well.

Also, (in my non-professional opinion), your hair color will have to be lifted a little to get a color that's not close to your natural color. Blue cannot effectively cover a dark color like brown and still be noticeable. If your natural hair is very light brown to blonde, it may work, but not on medium to dark brown hair. Semi-permanent colors usually work in conjunction with the color that's already there, since it's not powerful enough to completely change/cover the color.
Hence, a "red" semi-permanent rinse may give a reddish tint to brown hair, but won't completely turn the hair red. And a black rinse is dark enough to cover almost any color, but a blonde rinse won't work at all on anyone's hair unless the hair is already close to blonde.
I once wanted blue hair myself (although it was "sky" blue) and changed my mind when I found out that I would have to bleach my hair. I've also wanted to dye my JET BLACK hair to just light/medium brown, but even the PERMANENT dye wouldn't change the color without a "lightener" applied first.

Well I don't really know much about drying, but I do know one of my girlfriends has dyed her hair constantly (about 3 times within the past 6 months) and has gorgeous hair with no visible damage. So is there potential damage ahead??
I hate fake hair myself, but I don't think that I could bring myself to do something like semi-permanently dye my hair without at least seeing what it would look like ahead of time. I think Renata's idea will save you a lot of regret if you have "buyer's remorse."

If you have really dark hair the semi-permanent color will not show much, if at all, so I would suggest Renata's idea also. It would be much better for your hair because if you go through the process of getting blue streaks you would have to lighten your natural hair color by using bleach and then applying the blue over top of that so that would be very harsh on your already chemically treated hair.

if u want really blue streaks and are thinking of
actually coloring thats a HUGE NO NO,, do not color
relaxed hair ,, thats double damage that u dont need
unless u dont mind breakage,( i've been thru it) what
u could do that wouldnt damage it much is use a
hair color that just lays on top of the hair ,, something
like Kiss or Clairol jazzing color but honestly u dont
get much color out of that soo Renatas idea sounds
ideal to me

Especially practical since you only want streaks. Also, this will give you a chance to try the look out first before you damage your real hair.
And you can even change the color sometimes or easily go back to your natural color.
