Hi, Im going to be soing my sisters hair soon and she currently dies her hair a very light blonde, however it goes orange.  She has a lot of regrowth at the moment so i was wondering should i bleach the regrowth with a blue powder bleach and then apply her usual colour over top?

she also wants lowlights what colour should i use?

Do not use a high-lifting tint on hair that has been bleached! 

It will not be pretty (over-drabbed) and the increased levels of ammonia and peroxide will cause additional damage to the hair. 

Her color might look orange bacause her hair is too dark to successfully lighten with tint.

Bleaching and toning is an art.  Bleach it to 1 shade lighter than your target, then use the GENTLEST toner available.  And keep your fingers crossed.

DIY haircolor is most successful when these things happen:
You pick a shade no more than 2 shades lighter or darker than your natural color.
You do the same color every time.
You only color the new hair with the ammoniated tint.
You apply methodically and use enough product.
