I've been growing my hair out for a while and have noticed alot of damage to the ends. So now I'm trying to decided between getting it cut to make it healthier or just keep growing it out and cut the damaged ends little by little. I was wondering if you ladies could tell me if I would look better with longer hair or short? If I grew it out my ideal length would be below the shoulders. I had an idea for a short cut...

You're asking on a short hair forum whether you should cut your hair, so I can guarantee that the majority of people here who love short hair will tell you to cut it off, and I'll be shocked if no one suggests a buzzcut....
 
The problem with split ends is that they don't repair themselves.  Any splits could move up higher along the hair shaft, but if you take excellent care of your hair, the split ends may not move up higher.  In the long hair forum, there are various opinions whether to cut off all the split ends and start anew or just slowly cut them off a little at a time.
 
Personally, I can see you in either long or short hair.  Since you haven't invested a great deal of time in length, you could experiment with shorter hair because it wouldn't take long to grow out.  However, if you really prefer longer hair, then I'd grow it longer.
 
How I think you'd look best is wearing a hairstyle that you really want.  Of course, if you're undecided, then it's much more difficult!

you have a very pretty face.
short hair just might suit you.
just pick a short style that looks good.

Short hair would look very nice if you want to try it (I love the style you are looking at) but equally split ends can be managed (although not repaired) if you wanted to try and grow your hair longer.

That's a really cute cut, and your features would be suited to either long or short hair, IMO.
 
Therefore, things to think about are - what is your hair texture?  It appears to be on the fine side from the photo (though that could be misleading).  If so, a below the shoulder cut may be difficult to maintain.  Fine hair usually is easier to manage above the shoulders.
 
Also, have you had hair that long before?  Did you like it?  And how much time do you want to spend styling your hair on a daily basis? 
 
Personally, since your hair is not that much longer than in the photo of the style you like (as anne mentioned), I would give it a try.  It would be a relatively easy style to grow out if you did decide to go longer at some point.
 
BTW, I am in the same position, trying to decide whether to keep growing mine out, or cut it shorter.  So let us know what you decide - maybe it will help me!
