No. Neutralizing shampoos are usually used after a relaxer to return the PH balance of your hair back to normal. Clarifying shampoos is used to strip the oil, dirt and product build up out of the hair. Get the clarifying if your looking for a shampoo to use often. Get a moisturizing shampoo if you plan to use it very often!
Definitely go for a quality clarifier. I love Avalon Organics Clarifying Shampoo with Lemon & Shea. It has no sulfates, parabens etc. that are bad for your hair.
If you are really on a tight budget you can add some baking soda to your shampoo to create a clarifying shampoo.

I could be mistaken but I think that you can use a neutralizing or chelating shampoo interchangeably as long as the pH level is between 5-6. The ingredients seem to be the same except neutralizing shampoos usually display the pH on the label and contain phenolphthalein as the color indicator.
I personally would prefer not to have phenolphthalein applied to my skin.
