It seems to me that giving yourself highlights for the first time is fairly easy, but that it's the second time that's really the hard part - trying to do the roots to a very select part of your hair.  Am I right? 

Is it impossible to touch up highlights at home? Or is there a certain technique to this?  I imagine it's hard for a hairstylist to do as well....

I agree! I have always found it a pain to do it the consecutive times. In fact,I have ended up with highlights too light because I accidently get too much on the already highlighted part.
 
Funny you post this cuz I'm about to get some highlights and I was debating with myself to do it at home or go to a pro. I think the advantage of going to a pro is that they use foils to keep the hair seperate,and a paint brush looking thing to apply it more accurately.
