Water softeners are available in all good hardware shops, but it seems to me the effect on your hair is the least of your worries. Get on to the local authority about what appears to be a health hazard. I mean, chlorine???

WOW! It sounds like you do have a serious water quality problem. When we moved to our new home, I had a similar (though not as severe) problem. I noticed my hair was flat and my scalp itched. We had the water tested and it was very hard (it came from a well on our property) with lots of minerals but especially iron and calcium. We bought a whole-house water filter system and the improvement in my hair and skin was dramatic. Well worth the purchase price. If you don`t want to go that route, maybe an under-sink or even faucet-connected variety would work. If the filter is placed just as the water leaves the faucet, it would help eliminate the plumbing problem. Or using bottled water for washing might be the solution. The simplest may be one that my neighbor uses: boiling the water first (3 to 5 minutes) works for her. I would suggest a good clarifying shampoo to remove any residue too. Good luck and let us know if you find a solution.

I don`t know if I have an unusual issue, but to me it is important. I live in an area with extremely poor water quality - at the Dutch coast. On some days the water from the tap smells foulish - I have been told if this is the case it has been treated with ozone. It contains lots of chlorine, is very hard and last, but not least the pipes aren`t the best either. The ones in the house are copper, I don`t know about the public ones.
Ever since I moved here I developped an itchy, irritated scalp. It`s dry and flaky and I also get pimples (this is soo disgusting) on my scalp. Of course the rest of my skin is also in a not too good condition. It improves when I am away and I treat it very nice the rest of the time.
I don`t smoke or drink alcohol, I eat healthy and take vitamines. I don`t dye my hair or use blowdryers - it is short anyway.
Does anyone have a suggestion for me what I could do to improve my scalp condition (or even better - the water condition). And please: no "shave your head and everything will be fine" suggestions. I`ve heard that before and it is not my cup of tea.
ThanX
