 I'm joining AF ROTC, soon at OSU, and they have hair restrictions.
 
I always had my hair like this
 
and never really cut it short. I'm just wondering, what should I tell the barber to get the best tapered look?

Tell the barber you need a regulation haircut; they'll then want to know how short on top so you'll need to decide.  The barber will blend the taper in; not a big deal.
