I would think that you are very close to where you need to be to get that style. You have just about enough length. but DON'T go to a stylist you don't trust! ask some people (girls or guys - doesn't matter) who have a style you think looks professionally done, and get recommendations. I would agree that if your hair is naturally poker straight, you may need the bottom permed. However, right now you have TONS of curl. In fact, you may need some of that curl straightened to get that look just right. Keep in mind, too, that you may need to "do your hair" in the mornings to keep that style. You may need to blow the top part straight, for instance.
also, remember that depp has had a zillion styles. if your stylist says your chosen version of his look is not do-able for your hair, then maybe you can find another look of his that you like. here's a web post with 12 of his looks:
