I am 16 and lately my hair doesnt grow, it is really badly damaged, but would the split ends and dead strands keep it from growing?

It wouldn't stop it from growing but it can stop it from getting any longer. Hair grows from the scalp and damaged ends break from.. well... the ends. If the ends are breaking faster than the growth... you will not gain any length. I would suggest you cut off the damager hair to a length it looks really healthy then try to take better care of it so you can reach your goal.

also hair length is predetermined... meaning its from genetics
