Being a fellow swimmer, alot of swimmers do this.  Yes, most women swimmers wear caps (men also) but when they train, they don't always wear caps.  Actually, I have known several to even grow their leg hair out.  Why?  Because it creates more drag which gives them a better work out in the water.
 
More than likely, she cut it short before the olympics to keep from the hassle of putting it up (and remove the damage from being in the water so much).
 
Just my thoughts.  Honestly, as fine as her hair is, I doubt you will ever see her much past her shoulders.

She cut it back to a pixie back in February but I just noticed it when she showed up in Monaco for the Grand Prix; here she is with Princess Charlene

You can say that again, Mike. She's too muscular for her her hair to be cut that short. During the Olympics, she was young enough that it didn't look unflattering. Plus, she looked SO nice with the longer hair! Wink

I love her as well, and I saw her in competition. It was heartbreaking when she lost the gold by .01 second. But I still would like to see her grow out her hair!! LOL
