No, she means, I believe, the female skinhead haircut where it's clipper shaved down over most of the head, just leaving the bangs, fringe in front of the ears and at the nape of the neck. Couldn't find any really good pics, but if you Google "chelsea skinhead", you'll find a few.

Other than the fact that I personally don't like the style, it unfortunately has neo-Nazi, white supremecist connotations, as it is the preferred haircut of the female members of the Skinheads. Sure it has a history in British punk rock and soccer hooliganism as well, but here in America, the first definition is usually how folks look at it.

So, for several reasons, I'd recommend against it.
