Ever since I stopped dying my hair permanent red (its light brown) the condition of my hair has actually gotten worse. I just want to grow my hair long and do it without it always breaking off. I just thought dying the hair made it worse. But what I really want to do is use a filler (neutral protein filler, sallys) and then use a neutral light brown/dark blonde color, would this help at all? Thanks guys

It's really hard to tell from what you've written. How long ago did you stop dyeing your hair? When you did it, did you repeatedly redye the same hair, or did you just touch up the roots? What have you been doing for you hair since you stopped dyeing it? Do you use conditioners or deep treatments, and if so, which ones?
If you put a filler on your damaged hair, you should use a demipermanent color on it, which will not damage your hair further. You can get this while you're at Sally's.
If you want long hair in the best condition you can get, you will need to grow out the damaged part and eventually trim it off.
Yes I dyed my entire head everytime, about every month in a half to 2 months. I haven't dyed it in about 9 months. Problem is, my hair is pretty damaged, when i trim it off where it looks bad, within a couple days the hair thats left starts to look just as bad. But when I dyed my hair, it felt stronger and didnt break nearly as bad. The problem is, my hair breaks very very easy, and i want long hair again, and i cant seem to achieve that, but all I know is it seemed healthier when i was dying it.

If it seemed healthier when you were dyeing it, it's because it was. But it wasn't staying healthy because you were dyeing it, it was gradually getting worse. Finally it reached the point where it suddenly looked awful.
By now you have 4-1/2" of virgin hair. Take care of it, don't color it, and eventually you will have that beautiful long hair you want so badly.
No wonder that your hair is in awful conditoner after being dyed so many times. You're never supposed to refresh color with permanent color on the whole hair, just dye the root area with permanent dye.
And refresh the rest of the hair with a semi or demi permanent dye.
A great option for you would be to try Color By Robert Craig
You can only get it online, but it's great cause it doesn't have any ammonia or peroxide in it (eventhough it's pretty permanent), which means that it will basically not cause any damage to your hair. (no risk of breakage)
If you're using color by robert craig, there is no harm in refreshing the color over and over again. And remember to deep conditon and avoid things that might damage your hair even more.
