When you use permanent (level 3) hair color, there is a lightener in the solution that will lighten your hair up to two shades. This allows the dye to take hold on your hair.
When you want your hair lighter, you bleach your hair to the desired lightness using one product, a bleach, and color it using a toner. So you'd buy the toner in the color you needed to achieve your intended hair color after your bleach step was done.
