looks pretty simple to me; i'd start with letting it air dry,maybe use a volumizing product then part on the side then use a curling iron(2-3in barrel) and curl it like the pic, hope this helps

i have BLACK shoulder lenght layered hair parted to the side w/ chin lenght bangs
The model in the picture appears to have very long and thick hair... probably almost waist-length, and the bottom 12" is wavy/waved. Given your hair length, you'd need to (a) grow it longer, (b) wear a wig, (c) extensions.
when you curl your hair its going to turn into a bob of curls, so technicalley your going to look as if you have just had a perm. is that right??? just what i thought from past experience with my own hair lol!!!!

The model looks like she either used large rollers or a large barrel curling iron or she already has wavy or curly hair and she smoothed out the top and shaped the bottom into large curls.
I assume it's one of the first two though. Try to find some large rollers. Then wet down your hair and roll it. (I'm not talking about hot rollers.) Then let it dry or if you have a hood dryer to sit under you can use that. Make sure the hair is dry before you remove the rollers.
Sally Beauty Supply has lots of rollers to choose from and the clips to hold them.
Or use a heat protecting product and a large barreled iron or if you can find them use large hot rollers.
Another option would be to take that picture and go to either a salon or a cosmetology school and ask them to try giving you that look. Then you can see how they do it.
