I have some under my chin. I'm just gonna let my hair grow out so that i can see if they're ingrown hairs or not.

Is there a way to avoid ingrown hairs?? I only get em under my chin/ neck

You need to go to a doctor and get a prescription because the clippers sound like they may have been infected with some type of bacteria. Make sure your barber uses clean razors and disinfects his clippers before cutting your hair.

This is part of the reason why you should wash your hair after a cut. Do this though...after you get the cut go home immediately and wash every part of your hair that has been lined up with soapy water. After you do this rub witch hazel, NOT ALCOHOL around your edges. Then add some lotion and this should keep bumps down and quite possibly keep them from forming.

im not sure if this works on them back of your neck but it does for where you shave under your neck. you need to shave in a regular patter (just like brushing) down until your adams apple and up to your adams apple. this way you train you hair to grow out straight instead of curly. if will look messy for the first few weeks but it pays off in the long run. i had nasty bumps and followed this method along with using sharp blades and a soothing moisturizer to keep the hair soft as it grows. now im bump free for years. i can even dry shave and not get bumps.

Great. I was thinking it was. But make sure you put rubbing alcohol on there so it won't get effected
