Her publicist confirmed it is a wig.  Available on a couple of sites.
 
I wish she would do something interresting.,  Loved when she had bangs in the devil wears prada.  Maybe the most successful set of bangs I ever saw.

This site, too, says it's cut. But I agree with the wig comments.

I'm betting wig.  I saw some pics on a fan website, and her hair was a different length about 1 week ago, now "cropped"  after looking at the pics, I say wig...
