Well, imo, a lot of human hair on the market--most of it, in fact--doesn't have much of a cuticle left. At a certain point, if the cuticle is just so mangled and shot to hell because the hair's been so processed, it makes more sense to strip it because it will actually reduce tangling. Plus, if the hair isn't all aligned in the same direction (cuticle corrected), those cuticles will "catch" on each other and increase tangling. Theoretically, non-cuticle hair shouldn't tangle too much, but it is weak hair, and won't last too long as a result.
Ideally, full-cuticle hair that's all aligned in the same direction is the best, but "cuticle stripped" isn't necessarily any worse than most hair on the market. In fact, I think Bohyme is cuticle stripped (or pretty much so), and it's pretty good hair, so unfortnately, you just have to try different hair and read a lot of reviews to find out what's best. A lot of companies lie like crazy about their hair, too.
