brown, medium length, very thin hair

Hi, I have dark brown, shoulder length hair. I have no layers and very thin bangs. My hair is very very thin. I no idea how to cut my hair and I really want blond hair too. I got my hair highlighted (double process) and now it is half grown out. I can really do it again becasue it will just break off. Well if anyone has any answers to my problems please respond.
