I was told that to remove product buildup (and to make your hair and scalp more healthier) it is a good idea to use a clarifying shampoo once a week. Is the Pantene Clarifying shampoo a good one?

Not in my opinion. I think Aveda makes one of the best with their Detox. Pantene is known for having lots of silicones and chemicals.
