my hair is black and i want to get blonde streaks. Do i need to bleach b4 i colour it blonde

Most likely. Black won't dramatically lighten without bleach. Although, the process will be VERY harsh to your hair.

well... no really.
if you managed to find loreal tokyo blonde shades which basically a high lift colour dye, you can go blonde without bleach.
but if you are using normal dyes, yes you have to bleach. depending on how light the blonde colour, will determined the vol of bleach needed.
