it happends when a cow licks your head and you hair becomes messy and stuff

nah its just those stubborn hair that wont go down
it has a life on its own

Cowlicks are patches of hair that grow in a different direction from the hair around them. They're more noticeable in short hair, and sometimes they'll stick up no matter now much you wet them or how much product you put in them. Usually the only way to tame them is to let them grow until they lie down on their own. . . or at least don't stand straight up, since I have some that don't seem to want to go down fully, no matter what :-P .
