Want to change color + streaks

Hi all. I have a questions. I read a lot about changing colors and I don't want to make drastic changes for summer. What I'd like to do is remove my current dyed black color and lighten it to either medium or light brown. Then I'd like to get face framing streaks, no all over streaks, either a dark or medium blonde. I don't want all over highlights or anything like that, just brighter streaks around my face only while the rest of my hair a brown color, either medium or light.

Do I need to use a color remover first to remove the black dye and then dye over color stripped hair with a semi-permanent light or medium natural brown? Then use bleach for face framing dark/medium blond streaks? Is this possible? I think I can do this without really damaging my hair like going fully blond, which I don't want to.
