Im assuming that guy has naturally curly hair...but, yah, if you really really wanted a style similar--you could get a perm...but I wouldnt suggest it...Your going to have tight little curls with hair that short,not big ringlets...He has a wet look, so just throw a lotta lotta gel and some hair serum through your hair and kind of twist sections around your fingers until you get a look similar to what you want.
