My husband wanted to experiment with his hair and we used a "Radical Bleach Kit" from Sally`s. He is plenty blonde but looks ridiculous. What can we do to restore his color and how soon can we do it? His natural hair color is light brown with some red highlights. His hair is cut very short (like a flat top).

If his hair is that short, it will problem be grown out a a few hair cuts. Go in for a trim!
