I'll probably never do this 'cause I'm too scared and I don't want to damage my hair but I'm desperate to dye the underside of my hair blue. My hair is really dark brown and I want bright blue so it would probably need bleached first. But, if I were to get semi-pernmanant (i cant say it never mind spell it!) and bleach it first, what would it be like once the dye had faded? Would it still be bleached or would it be my natural brown? Sorry if this is a really stupid question, but I don't have a clue!

once the dye has faded it will probably be faded to a faint blue. your hair will not go back to your natural brown because the bleach will remove your natural hair pigment.

I think a better idea is to get hair extensions where you want the bright
blue hair. This way, if you get tired of it, just take 'em out, and you're
back to normal.

Bleaching then coloring with blue dye can do a number on your hair, and
then the blue can fade to an icky color, adding insult to injury. And
there's no telling what color your hair will be once you bleach 'n' dye...
the dye box may show the color you want, but it's no guarantee your
result will be the same.

Plastikhaar (really good synthetic) has 12-14 shades of blue, from baby
to bright to dark... take your pick!

I would go with extensions. I decided to take my naturally black hair blue a few years ago. I just did the ends. Anyway I went to a salon and they ended up bleaching it and using a semipermanent blue over that. I have very resiliant hair that can take a lot, but that whole process was too much for my hair. I've bleached (to orange color), used permanent color, and chemically straightened my hair all in 24 hours and my hair stayed stong. To get the blue to work we had to get my hair to a dark blond before putting on the blue. At least I only did the ends so I only kept it for about 3 months and then cut it all out.

You can purchase Fudging it's perm, (fades of course) but you can easily reapply yourself.
I have naturally black hair and all I did was bleach streaks with a highlighting kit, Frosting Kit to be exact and then put the rock star blue in. The color fades to a  greeny color but I just reapplied when it did, looked good for months, until I got sick of blue. :)

If you just want part of your hair blue, extensions are probably a good idea.  It should be easy enough to hide even the clip-on kind, if it's underneath.
