If you got grey hair allover, you should mix the dye with 20 vol developer.
If you just have very little grey, you can presoften the hair by applying 20 vol developer to the grey streaks like 5 minutes before applying the color.
But I think that's just a waste of time, just mix in 20 vol developer with the dye and you won't have to spend extra time on presoftening the hair.

Thank you everyone for your replies !!! Unfortunately I'm still confused. My initial inquiry was in responce to this article: http://www.hairboutique.com/tips/tip1120.htm. Where do I find and/or what is this 20% Peroxide??? According to marcp above, 40v developer is 12%.?...so where do I find this 20% written about in this article? Thank you again.
Actually 20% DOES exist, on btc.com the stylists were talking abt 100-130 vol. peroxide but u should NEVER attempt to try anything more than 40 vol...btw i think that article has a typo, they really meant 20 volume.
