When I backcombed mine they were not tight. They may look like locks but will not be "true" locks. It takes time. What you could be doing is simply keeping them clean!
mine looked crappy right at first too...acctually they looked simmilar to that. all you need to do is palm rolll and palm rolll as much as possible..saturate them with wax to hole them together. and do more palm rolling after a week or two you will start to see a change. here are mined in the beginning http://i8.tinypic.com/24q5lyu.jpg and here they are a couple months later http://i7.tinypic.com/24q5qu1.jpg

Im not REALY sure. But I think you're going to have to comb all of that
out and do it again. This time backcomb tighter and in smaller sections
(Like do 2 inches of hair from the root, twist it and pull the lumps
matt back, backcomb again, twist it and pull the lumpy mat back, ect
ect)
