I don't know about the mousse, but I have used the rinse and it seems to work.  I lightened/toned my hair to "white blonde" and used the Roux rinse called "ultra white minx" to help keep it white.  It does smell kinda powdery and gives it a rough texture.  Of course that may just be my experience.
