well i'm a girl, and what is the best gel/hairspray/mousse, and technique that i can do for this? i went to the hair salon to get my hair cut like this, so i guess its short at the top, but i don't know how to make it stay (i've tried some hairspray, but not strong enough!) ok thanks :):)

oh by the way, my hair at the top is 7 inches, is it too long, or enough?

You're going to need some serious goop to get longer hair to stick out straight like that.  The general idea is that you put some goop in it (gel would be firmest), then you let it dry, then brush it out.  This puts a good coat on it to help it move the way you want, but don't repeat that step or eventually you'll get tons of white flakes as the gel starts to peel off the hair when you brush it. Then hold it out the way you want it and spray it and let it dry in place (a hair dryer will help speed up the process, but hold it far enough from the head so it doesn't move the hair as the hot air passes over it).  If you move the hair when its still wet, it will look wet when it dries, not like the photo above.  Then add more light coats of hairspray after it dries in position, always keeping the spray far enough from your head to not make the hair get the wet look.  Its tricky to do at first and get it looking not too stiff or not wet, but you'll get the hang of it with practice.

A couple years ago, a friend of mine had some stuff called "hair glue".  I have no idea where she got it or if it's still available.  It stayed true to it's name though.

in the punk rock days we used jello, tapioca, or gelatine...I got a mohawk about that long once from tapioca...I bet flax seeds, ground and mixed with water, would work too...

Ya def. HAir glue. I think bed head or something like that makes it. I know its in a really bright container. You might be able to find something in the african american part of the store too.

I definitely wouldn't put Elmers glue in my hair.  If the hair products don't work, you could try the jello, (and when I had a punk boyfriend he spiked his with eggs somehow), but I wouldn't go for elmers until I had researched how easy that would be to remove.

OH I found the name of the stuff... It's called Got 2 Be Hair glue. It's one of the best and strongest hair glues out there. They sell it walgreens and drugstores for like $6. Let me know what you tried!
