Bangs and perms for fine hair?

I have fine hair that is thin. I get perms to add body a couple of times a year and follow up with highlights a few weeks after the perm. The hair always goes flat on top... within a few weeks. Time for another perm... and I don't know if I should continue the perm/color cycle. What about bangs? Would that make my hair seem even thinner on top?

Well, once again this group is asked to do some personal evaluation with the most minimal information provided, and no photo, and really the key information is not included.  We are not mind reader psychs that can see through the computer and view not only your hair but your face and other relevant factors such as: age, color of hair, current hair length and style (to add bangs to or not), and facial shape, plus exactly how thin the hair looks on top (photos provide this better).  
 
So an off-the-cuff answer is difficult without knowing your age, and seeing a photo of how your hair looks.  So very often even if we hear full descriptions of a head of hair the view with "new eyes" sees something quite differently.  Besides facial shape does influence whether bangs are advisable or not.  For example, a tall forehead begs for bangs to reduce the vertical length of the upper 1/3 (using standard beauty relationships well established for fashion and plastic surgery considerations).  If a shorter forehead meaning less than 1/3 overall facial length (using approximate mid brow to hairline as the upper third) then bangs are generally not advisable, and showing more forehead opens up the face.  And neither are bangs advisable for more round of faces, although longer, i.e., more oval faces, do better with bangs generally speaking.
 
But given more "average" facial shape, with thin hair then bangs may unfortunately draw the eye upwards to the thinning scalp so bangs in any case is risky, with those with more contrast color to the skin it becomes more apparent the hair is thin (one reason older woman look better with lighter hair).
 
But the overall length of the hair, and how it relates to facial shape influences how advisable bangs are as all work together.  All I can do is assume that you are older (given both fine and thinning hair is more common for older woman) and say that either no bangs or very high ones might work for you.  But in no case a bowl cut or attempt some full thickness bangs.  Maybe some light wispy bangs that can free-float to the top of eye brows might work.  Main point is unless you have long hair and would have to cut a lot of frontal hair to prevent in advance just trying some experimenting in the mirror a bit that is how I would do it.  Other than that I would suggest going into a wig store and trying on various similar hair wigs to see the likely affect, although those are probably a bit thicker than what yours sounds like.  Last option is of course, to post a better description, as per the above areas of concern, and a photo and let us better view what is being asked to advise on.  Some here might be hair geniuses but they are not genies that can see you from afar!

I think you are best leaving the perms alone - because they are very damaging to the hair.  I also wouldn't colour it.  Fine hair is very delicate hair and needs gentle handling.
 
I like to use mousse on mine and wear mine up all the time.
 
I don't know how long yours is though.
 
Whether you go for bangs (I look it a fringe) is up to you.  I used to have a fringe at one time, but I gave up on that in that it irritated my forehead.
 
I also had a bob at one time but for me that was too high maintenance.
 
My hair takes less than five minutes to do.

I agree that in general perms are not good for fine hair.  I have only had maybe one in my entire life that was any good at all and when it began to grow out after a few weeks it was disastrous (that flatness on top).  Best not to fight fine hair and try to get a style that works with it.  Hard, I know, but not impossible.  Color seems OK to me.  I have had all over color and highlights and it seems to help somewhat with an illusion of more thickness.
