Yes, but make sure you continue to search and destroy your ends.  That should help you to reach your goal.  My goal is also hip length.  What I would recommend you to do is keep oiling those ends and conditioning them every time you wash your hair.

No, classic length isn't to your waist.  It's just below your tailbome.

No, classic length isn't to your waist.  It's just below your tailbone.  I don't know which dictionary said that.  But waist length below Bra Strap Length.
