Can I grow my hair?

Current hair:

This was right after a shower so my front view actually looks pretty sick :P But when it dries it stops sticking up and just flops down.

Anyways, I was wondering if my current hair is long enough to cut into something like:

I want to cut it now because the front is always annoying me, makes my forehead itchy. When the top of my head hair stands up straight, it is about 8 to 9 cm long. Front is the same too.

Can I cut my hair like that picture right now? Is it long enough? If not, can I like get the haircutter to make it so my hair will grow into that?

P.S I had a very nice asian hair style site but I lost it. Text was in like half-korean or japanese and half-english. Had the best looking asian hair styles ever. Anyone know of it?
