I have short spiky hair and I want to grow it lon

For as long as I know, I've had buzzcuts, which meant I had short spiky hair and when it got an inch to an inch and a half long, I cut it again. Right now it's at the inch-inch and half period but I want to grow my hair longer.

Only I don't know how to get the hair to stay flat on my head and I don't want to get it gelled. What do I do? If I wait, I don't how long I have to, and it looks extremely unkempt when it's like what it is currently. Suggestions?
