As it is right now, I just have my mom cut my hair all around because it's only around 2-3 inches long. I was wondering if i went to a stylist and got it cut if it would really make that much of a difference.

It may only make a difference in the edgyness of style you want. If you just want a normal cut, and you're happy with what your mom does, great! You're saving money and you're happy. If you wanted a more stylish cut, can your mom do it? If not, then you would have reason to seek out a stylist.
