Growing hair troubles.

Hey, my hair is not turning out the way i had hoped. i had short hair and now growing it out but it is not working. the only way it looks good is if i wear a hat and blowdry curls out under the hat. if i dont wear a hat my hair just sits on my head very clumpily and doesn't seem to fall on my head properly. does anyone have any suggestions for me whether or not to keep on growing it because the best may yet to come or should i cut it back to short? some examples i am lookin for are, tom welling from smallville and calso from that 70's show.
