Need help if you don't mind

Well im in college now but can't find a style that I love, I wear hats alot and am alittle mad because my hair was nice short and the fronts up , now my hair is long but I had a badcut and somehow i have cowlick... I cant understand why my hair is that way now, my back and sides get long while my fronts are bad and arent growing, I leave my hair back a bit but do not feel comfortable... Can someone tell me why I have a cowlick and can it regrow? Because the barber went alittle to high on my front and last time I went to saloon the guy said cut a inch off and its regrowing but i dont see how
