was just wondering out of curiosity how they got this color. would you have to do blonde as the base then add the darker...

It looks like a light ash brown base colour, heavily highlighted with bleach.

A natural blonde could get a similar look by adding lowlights of light brown, but judging from her roots, I'd say the base was done first.
