I want my hair like Theresa's on the O.C.

Hey all u cleb experts, I really like Theresa's hair on the O.C. I have naturally dark curly hair and would like to grow it out something like that. I would like to dye my hair black, its naturaly dark brown and get the waves like that!! heres the trick, what would I need to do to permanently get my hair with frizz free waves instead of curls? or would I have to permenantly straighten it and then curl it??? any help would be great!!! so would a picture!! thanx
