How do you make curly hair looking wet but soft all day long?

I think you should try putting hairspray with no alcohol on your hair when its really wet and dont touch your hair because it makes it frizzy

I use Volumax gel/pomade (exact name might be wrong but it is by Volumax, in a black tub). You can buy it at at Sally Beauty Supply for $6.00. I apply it to my hair when it is wet. My hairstyle is short, and my hair is thick, curly and wavy so I apply generous amounts to it. By the end of the day my hair still looks great and is soft to the touch. You can also appy a little more for touch up if you are going out later in the day. My personal tip: I finger style my hair, no brush, no comb.
