How long after i dye can i perm?

i'd really like to re-dye my hair black (its dark dark brown but i love jet black) but i have been planning to bleach and dye blue streaks in, in a week.

should i wait an additional week before i strip the hair?

also forgot to mention about the perm lol.

My plan is to dye it black, then wait and then perm it, then wait about a 2 weeks and put the streaks in. i may wait longer now that ive listed out so many damaging things........

you suppose to wait 2 to 3 weeks inbetween before adding either one.
