Using the bulk plastik hair.

Ok I made a mess of several bundles of my Plastikhair in the process of making tips. Also I want to 'blend' a couple of colors together in one tip.
I have seen these 'hackels' online I was wondering what exactly they are ,and if they would help me in making my own tips?  If so can anyone explain how they work?  Is it  posible to make you own 'blending board' ? If so anyone have any suggestions on how to do that?

the best way to do it is rubberband the middle and cut off that, and if your blending colors, take a bit from each one and put it in the same tip.
