I have my hair colored to cover areas that are slightly grey, on the edges and top a bit. One hairdresser said it is best to use permanent color, another said semi-permanent is best. 

Can anyone tell me which is true?

Semi-permanent is best because it just coats the top of the hair shaft while permanent goes thru the shaft and into the cortex.  It has more harsh chemicals than permanent.  There is a really low risk of damage with semi-permanent.  I would go for that one.
