This may be kind of a weird request (it's a halloween dance thing), but I was wondering, how can I get my hair like this?

I have fine hair, pretty wavy, is there a way i can get these kind of curls? temporary is preferred.

And roughly how long is his hair in that pic? is it longer than 3in?

Just guessing...
probably much longer than 3 inches.
A perm?
Some kind of curl activator... my black friend uses it, makes his hair look shiny like that.
