In my opinion, none.  Both require bleach to make strands of the hair lighter, which makes the hair appear all over much lighter.

Would you also happen to know how one would "tone" their hair after highlighting/frosting it.

Say, it's a little too golden or yellow-ish..and you want a more beige blonde...what would you do for that?

Beige blonde is really hard to get, I think, unless you bleach to pale yellow.  

You can try toning GOLD with  T35 Imperial Beige, strand test, but I think this is the only toner that will work with hair bleached to gold for  beige shade.

Try Born Blonde Toners in Champagne Beige--this can be used on either yellow or pale yellow.

Make sure you strand test this prior to doing all the highlights. 

Also try Igora Color Toner by Schwarzkopf shade 9-5-4,Champaigne , which is supposed to be muted beige tones.
