I don't think either will make hair grow faster, but reducing number of washes and avoiding heat may reduce damage which means your hair may grow longer as the ends are less likely to break off.
It all depends what works for you (I know thats not what you want to hear - sorry!). Personally I can't go more than 3 days without washign my hair let alone 2 weeks!!!!

Hi dude20 - I go about three to four days between "washings," and try to only CO (condition-only) instead of using shampoo. Every so often (like every third or fourth week), I revert back to diluted shampoo and then blow dry my hair (usually if I have to give a presentation for work).
So I voted for the first option, assuming that you meant washing using shampoo. I do "wash" during that two week period, but only with conditioners.
My hair is growing fairly fast using this regimen and also protecting it (in braids) and using some supplements. Can you post a photo of your hair so we can give you some advice specific to your hair type? Also, maybe tell us a bit about your current hair care routine if you like.......

Well my hair is kinda thin, 14.5-15 inches, and it grows slow...Been 2
weeks(the longest I've gone)since I shampooed, gonna shampoo week 3.
Also I haven't used any heat or brushed my hair whatsoever this year.
Seems to grow slow though.

Hey dude - hang in there. Sounds like you're taking care of your hair. 15 inches is pretty long for a dude! I bet it will grow a few inches this year, keep up the patience and the good care.
i voted for option #1 only because you mentioned no heat, etc. i'm
currently experimenting with how many days i can go w/o shampoo, which
is about 4.
you mentioned Garnier Fructis, which sparked my interest. i use their
shampoo and conditioner, but have been reading about ingredients in
both that have me thinking of trying other products.
i found this at the hennaforhair forum today:
i was expecting a huge difference (for the better) when i henna-ed my
hair. didn't see it. until i decided (upon reading a long hair forum)
to switch to a shampoo with no sodium lauryl/laureth sulfate (harsh and
drying), and a conditioner with no silicones or any other word ending
in -cones (they coat your hair and prevent moisture from getting in -
they can hide damage but don't cure it. some people find they do better
with cones, the majority that try going without seem to love it
better).
here are the shampoo ingredients (permed/color treated formula):
from what this person said, cones do not allow moisture into your hair.
is this true? if so, maybe you need to get more moisture in there dude?
just a guess
OK ataraxy, suppose you shampooed every other day, but only combed with
a pick every morning, no heat or brush, then would you choose that or
not shampoo for 2+weeks?
I think you're painting yourself into a corner. There is no one combination that will make your hair grow faster, mainly because hair growth speed has nothing to do with care. The most damaging to your hair are the extremes: 2-3 weeks between washings will probably not leave you with a healthy scalp. On the other hand, daily washing might not leave your hair and scalp very moisturized and healthy either.
The best thing to do is experiment. If your scalp is itchy, wash. If your hair looks sectioned or greasy, wash. Observe the reactions of different shampoos and conditioners. Take notes on which products you like.
It is impossible to choose between two discrete and specific combinations of hair care, the choices you described in your poll. Only your experimentation can help you find the perfect medium for you. Hope this helps.
