I know hair typically grows about 1/2" per month, but does all the hair  on your head grow at the same speed? I got my hair cut really short 5 weeks ago and my nape was clipped with a #2 and its now a little over 1/2" long, but my top is about 2 1/2". I want to let the nape grow out because I have a funky hairline at my nape, but now the top and sides are getting too long keep in shape.

As far as I understand all your hair should grow at the same rate, I have never noticed any significant uneven growth, but maybe my hair has never been short enough to notice.

Although the exception rather than the rule, some people have hair that will grow at different rates of speed on different parts of their head AND people can have mixed textures.  Some people can have hair that is mostly straight but natural curls at the nape of the neck.  Or they can have naturally wavy or curly hair with random patches of straight strands.

Not everyone will experience hair that grows at different speeds on different parts of the head, but it can and has been known to happen.
 
While the majority of people experience 1/2" of growth a month, not everyone does.  There are many factors that may make hair grow slower or faster.  Some people may not experience any new growth for months on end.  Some like Crystal Gayle will experience 1" of growth a month.
 
Hair also reacts to seasons and hair as a general rule will grow faster n the summer then in the winter.

 Actually all hair does not grow at the same speed/length. It grows in PHASES all around your head.  Meaning,some hair is not growing,while other hair is,and yet other hair is even falling out cuz it's reached the end of the phases.
That is why most people NEED a haircut/trim every 6-8 weeks so the haircut can keep the same SHAPE. (at least with certain styles,it is much less noticable with long hair or hair that is all one length)
The bob is notorious for needing to be shaped up.
Whenever I've had a bob,I always felt the back grew faster and had to be trimmed shorter because my sides seemed like they didnt grow as much as the back.
