Want to blend lt blonde hair with dk blonde roots

OK, my hair currently is a light blonde (level 9??) and my roots are about a level 7.  So I want to darken the length of my hair a bit, but not as dark as my natural color, so I was thinking of buying a level 8 permanent color.
 
Question is, will this blend my hair pretty well?  Should I use a 20-vol or a 30-vol developer?  My natural color turnes orange with blonde boxed dye.
