Your hair is pretty short, so getting it cut more will not help you get that looks since it needs to grow longer.  Once it grows longer than that, you may need to adjust it with a cut to get it into the right shape.

I'd suggest going to a salon and bring the picture to get the color.  I'm not sure how to tell you to get it exactly (I am not a pro), other than to say that it looks like all-over dye, not highlights to me.  I suspect that if you just buy a box of dye that color, you will likely not get much change in your hair.  I do not know however if you will need hair bleach or if you can achieve that with a lighter dye, possibly someone else knows.
