Well,the link you posted looks like a little boy to me.So his face probably looks that "clean" because he isnt growing facial hair yet.

That doesnt mean anything.Some guys go through puberty later than others.
My husband used to be able to shave and not have to do it again for like two months at age 25. Now he is 36 and has to shave everyday or he is grizzly.

You could try getting a electric shaver like Norelco.It is a very close shave and almost no irratation at all. They cost between 20-100 dollars depending on what kind you get.
